About Dr. Ma Ley Celeste Kelly
Dr. Kelly earned her medical degree from the University of the Philippines College of Medicine in 2008, then served as a research associate at the Philippine NIH focusing on pediatric genetics. She completed her Family Medicine residency at Wheeling Hospital in West Virginia in 2015 and spent the following decade as part of the hospitalist team at Brunswick’s local hospital.
She now joins Upperline Health Inc. as a primary care physician, bringing her passion for preventative medicine to the health and well-being of the community she serves.
Dr. Kelly offers comprehensive primary care services, including thorough review of medical history, records, and medications with adjustments as needed. Her practice also provides vaccine guidance and administration for eligible adults, along with women’s healthcare services including Pap smears and high-grade HPV screening.
Outside the clinic, Dr. Kelly is a dedicated long-distance runner who completed the 2026 London Marathon — earning her first Abbott World Marathon Majors star. She aims to complete all six majors within five years. She has a deep love of food, from Filipino dishes of her childhood to sushi and ramen before a race and Korean barbecue after. When she’s not running or seeing patients, you’ll find her poolside with her husband and twin boys, or on the ski slopes.
