About Dr. Phillip Cohen
Dr. Cohen is a graduate of the Temple University School of Podiatric Medicine (formerly the Pennsylvania College of Podiatric Medicine). Before entering residency, he worked as an operating room technician at Fallston General Hospital (now Upper Chesapeake Medical Center). He then completed his surgical residency at Liberty Medical Center, followed by a podiatric fellowship in foot surgery within the Division of Orthopedic Surgery at the University of Maryland Hospital in Baltimore.
After his fellowship, Dr. Cohen served as a clinical instructor in the Department of Orthopedics throughout the University of Maryland Medical System. He was a member of the State Board of Podiatric Medical Examiners from 2013 to 2021, and served as Board President in 2016–2017 and 2018–2019.
Dr. Cohen founded Drs. Cohen and Norton, P.A. | Foot Center of Bel Air in 1991, associated with Hamilton Foot Care in August 2025, and joined Upperline Health Care/Podiatry Associates in July 2026. For over 35 years, he has served the Harford and Baltimore County communities, providing comprehensive podiatric care for children, adults, and seniors, with a particular focus on diabetic foot care.
